The UCI Took a Bike Company to Court Over a Sprocket. It Lost.

In May, a Brussels court told cycling’s governing body it couldn’t justify its own safety rule. The ruling reaches a long way past bike racing — and it explains why the 2026 rulebook looks the way it does.
If you follow pro cycling casually, you know that a lot of equipment rules changed this year: bars got wider, wheels got shallower, and a gear restriction was announced and then quietly vanished. What you may not know is that the disappearance wasn’t quiet at all. It was a court defeat, delivered on 21 May 2026, and the reasoning applies to every sports federation in Europe.
Here’s what happened, and why the fight is genuinely unresolved rather than settled.
What the UCI changed for 2026
In June 2025, the UCI announced the most comprehensive overhaul of its technical regulations in over a decade, drawn up by its Equipment and New Technologies Commission in consultation with SafeR, the rider safety body. The stated goals were combating technological fraud and improving rider safety. Most of it took effect on 1 January 2026.
Rim depth capped at 65 mm for mass-start road events. The measurement applies to any point on the rim, so a wavy-profile rim that exceeds 65 mm anywhere is non-compliant even if its average depth is lower. Time trials are exempt.
Minimum handlebar width of 400 mm, measured outside edge to outside edge, for road and cyclocross. There’s also a minimum centre-to-centre measurement of 380 mm and a cap on flare — no more than 50 mm between the inside of the brake lever and the outer edge of the bar on the same side. Track mass-start events adopt a 350 mm minimum from 2027.
Maximum internal fork and stay widths of 115 mm at the front and 145 mm at the rear, measured along the entire length of the fork and rear triangle rather than just at the dropouts. This effectively bans the wide, aerodynamically sculpted fork legs several brands were developing.
Helmet specifications now differ between mass-start events and time trials, with a fuller certification protocol expected no earlier than 2027.
And then there was the gear rule.
The 54×11 rule and why SRAM went to a competition regulator
The UCI proposed capping maximum rollout — how far a bike travels per crank revolution — at 10.46 metres. That’s the equivalent of a 54×11 gear. The rationale was straightforward: today’s race speeds are a safety risk, and limiting the biggest available gear limits top speed.
The problem was that the number wasn’t neutral. Shimano and Campagnolo both offer cassettes starting with an 11-tooth sprocket, so their sponsored teams were largely unaffected. SRAM’s 12-speed road cassettes start with a 10-tooth sprocket — the foundation of the gearing philosophy it has built on since Red eTap AXS launched in 2019. To comply, a SRAM-sponsored rider running a 10t would have been capped at a 49-tooth chainring, far smaller than WorldTour riders typically use.
The arithmetic of the disadvantage: a 48×10 combination produces a rollout of 10.22 m on a 28 mm tyre, about 24 centimetres less per crank revolution than a 54×11. In a sport where sprint finishes are decided by centimetres, that isn’t nothing. There were also efficiency losses from running smaller chainrings.
A test of the rule was scheduled for the 2025 Tour of Guangxi. SRAM complained to the Belgian Competition Authority, which blocked both the rule and the test. The UCI appealed.
The ruling
On 21 May 2026, the Brussels Market Court dismissed the UCI’s appeal in its entirety.
The court found that the UCI had failed to justify why the gear ratio standard was necessary and proportionate to its stated safety objective. It found the rule had been written without properly consulting the manufacturers it affected, that the UCI had not documented its reasoning, and that the standard effectively singled out one company. It accepted that the proposal created a risk of serious and irreparable harm to SRAM and to the teams running its drivetrains. It also confirmed that the Belgian regulator had jurisdiction at all, because of the standard’s potential effects on Belgian territory.
SRAM’s chief executive framed the outcome as far larger than a dispute about a 10-tooth cog — as a ruling about how sports federations across Europe must exercise regulatory power, with transparency and non-discrimination as the legal standard.
That’s the part worth sitting with. The gear rule itself is dead for now, and the UCI could revive it by starting again with a process the courts would accept. But the precedent — that a governing body’s technical standards can be challenged as anti-competitive if the process behind them is opaque — applies to every rule the UCI might want to write next.
The rim depth fight
The 65 mm cap has drawn its own opposition, most prominently from Swiss Side, whose Hadron Ultimate 680 wheels miss the limit by three millimetres. The company published an open letter arguing the rule is, in its words, “ineffective and even counterproductive” for wheel stability.
Its technical argument is that tyre width, tread pattern and steering geometry have a far larger influence on how a bike handles in crosswinds than rim depth does. The UCI’s position is that deeper rims are more susceptible to crosswind deflection.
The UCI has not moved on this one.
The handlebar fight
This is the rule that generated the most anger, and the only one where the UCI partially backed down.
The original proposal set a minimum of 320 mm between the inner edges of the brake levers. Riders and teams objected that a one-size-fits-all minimum ignores the reality that smaller riders — disproportionately women — need narrower setups, and that forcing them onto equipment that doesn’t fit creates its own injury risk over time.
The Cyclists’ Alliance, the independent women’s rider union, formally opposed the regulation on the grounds that it puts riders at risk. A Change.org petition gathered over 7,000 signatures. Niamh Fisher-Black put the objection plainly in an interview, saying it’s absurd to claim wider bars are safer.
The UCI kept the 400 mm minimum overall width but cut the lever-to-lever requirement by 40 mm, to 280 mm.
There’s a secondary cost nobody planned for. Several 2026 model-year bikes were already in production when the rules were announced, and shipped with components that are not UCI-legal. Riders and teams absorbed replacement costs for equipment that was legal when they bought it.
The case for the UCI
It’s worth steelmanning the governing body here, because the coverage has been overwhelmingly one-sided.
Race speeds have risen substantially, and higher speeds mean worse crashes. The rules came out of consultation with SafeR, a body created by the sport’s own stakeholders specifically to address rider safety. The ultra-narrow bar trend — hoods angled sharply inward, bars at 32 to 38 cm — was driven purely by aerodynamics and produced setups that plainly compromise control in a bunch. Somebody has to draw a line on that, and whoever draws it will be accused of drawing it in the wrong place.
The counter-argument, articulated by Dan Bigham, head of engineering at Red Bull-BORA-hansgrohe, is that restricting gear ratios distracts from measures that would do more for safety — course design, barriers, finish-line layouts, the commercial pressure that makes teams race dangerously for points.
Both things can be true. The UCI can be right that something needed doing and wrong about what it chose to do.
What happens next
Expect the handlebar rule to be revisited. A proportional standard — a lower minimum for shorter riders — would address the equity objection without abandoning the safety rationale, and that’s the obvious compromise.
Expect frame design to converge. With maximum limits now fixed for fork spacing, stay width and rim depth, the design envelope for an aero road bike has narrowed considerably. The 2027 and 2028 generations will look more like each other than the current ones do, with differentiation pushed into tube profiles and integration rather than silhouette.
And expect the gear rule to come back, eventually, in a form that survives legal scrutiny. The UCI hasn’t abandoned the underlying goal of slowing the peloton down. It has been told, in court, that it has to show its working first.
